Madeleine is an award-winning recognised senior leader in water law, policy, regulatory strategy and government relations. Madeleine is recognised for her ability to integrate complex, multi-disciplinary water law and policy subject matter into practical frameworks. She is skilled at integrating stakeholder challenges and concerns with regulatory requirements to improve the successful implementation of new and amended frameworks.
Madeleine’s professional experience encompasses law, policy, regulatory strategy, and government relations, including as an expert water advisor to the former NSW Minister for Water, Property and Housing. She has worked in private practice and government, as well as a senior leader at WaterNSW managing the Regulatory Strategy & Policy and Government Relations portfolios.
Madeleine’s international experience includes the practical application of international comparative water law and policy, across Australia, England, Chile, and the Western USA. This includes through her recent Churchill Fellowship and the release at the UN Water Conference of her final report, Water Law for Equity in a Changing Climate, and its continued dissemination to Australian and international decision-makers in the water sector. Most recently, Madeleine led the desktop review and database development of 25 planning and environmental legislative instruments across Australian and international jurisdictions for community consultation and engagement provisions.
