David Winfield is a water resources and environmental professional with over 20 years’ experience in water, environment and natural resources issues at state and national level.

With Alluvium since 2015, David has played a leading role advising on water policy, management and regulation, river basin planning, evaluation and reporting projects for New South Wales, Victoria, the Australian Capital Territory and the Murray-Darling Basin Authority (MDBA). In 2016, he was appointed to an Australian Water Partnership team providing advice on river basin planning and institutional reform to the Government of India. In 2018, he led an Expert Panel Review of the Snowy Water Licence.

At the MDBA from 2009-2015, David was the Director leading policy development and planning of the monitoring, evaluation and reporting framework for the Murray-Darling Basin Plan, a national integrated cross-jurisdiction water resource planning framework. In addition, David led consultation with State and Commonwealth agencies, legislative drafting instructions, reporting guidelines and evaluation framework development. He also led development of the method for compliance with the sustainable diversion limit, early development of the MDBA’s broader compliance and regulatory framework and contributed to water resource plan requirements and the environmental watering plan.

With NSW from 1998-2009, David was involved in strategic water planning in the Sydney metropolitan area, the State-wide Groundwater Planning Panel and the Macquarie, Lachlan and Barwon-Darling Rivers. David led NSW implementation, guidance and legislative reform implementing water quality objectives. David also led a team carrying out regulatory compliance and enforcement of environmental legislation.
